"After many discussions of the approriate way to honor George Washington's 200th birthday in 1932, it was decided to change the quarter dollar coin design to feature our nations first President. The new coin was designed by John Flanagan; his initials are at the base of the neck. The obverse has a bust of Washington facing left, based on a bust by Houdon; the reverse displays an eagle perched on a quiver of arrows with wings spread. Both the obverse and the reverse of the coin underwent gradual changes over the years. On the reverse, three distinct varieties of the Washington quarter emerged." - H.E. Harris & Co.
