"This type quarter was designed by Hermon A. MacNeil. Liberty is shown stepping forward to the gateway of the country. The shield is raised in the attitude of protection. The right hand bears the olive branch of peace. The designer's initial "M" is on the base of the right portal. The reverse depicts an eagle in full flight. The original 1916 design was not received favorably by the public and was modified during 1917 with a more fully clothed figure of Liberty and a better proportioned eagle on the reverse. In 1925 a depression was made in the pedestal on which Liberty stands to protect the date from excessive wear. The subsequent "recessed" dates proved more durable as a result of this change." - Whitman Publishing
